Consultation Forum

The Consultation Forum took place on September 10. BEAMA were represented at the meeting by Alan McDonald (Glen Dimplex), as part of the Applia delegation, The meeting minutes and documents are attached, including the Regulation amendment draft which includes the changes that will be made.

A summary analysing the changes to the current regulation is attached below. It should be noted that, apart from the recommendations of the review study, the Commission has introduced a number of changes:

  • Updated definitions of local space heater and its different types [no change from review study].
  • Slave heaters definition and exemption has been removed. Information requirements have been introduced for all space heaters with regards to their control (more detail required for those sold without controls). In addition, from January 2022, controls which are intended to be used with local space heaters will also be subject to information requirements.
  • The Correction Coefficient has been updated in line with the PEF to a value of 2.1.
  • Towel rails have been added as a separate type of space heater, with specific correction factors.
  • Efficiency values and correction factors for electric local space heaters have not changed. However, the formula to calculate F(4) now includes idle, off and standby modes and is independent of the standby regulation (it can still be zero if all three power modes are lower than the maximum values) [no change from review study].
  • new article on circumvention and software updates has been included by the Commission.
  • The requirements will apply from January 1, 2022.

In addition, the Commission is considering a merger of the Lot 10 and Lot 20 energy labels (which would include electric local space heaters).This is of particular concern to industry and BEAMA is working with BEIS and Applia in the upcoming weeks, to argue against it. BEAMA's position is attached and has been shared with BEIS and Applia.
