Future Homes and Building Standards (FHBS) Consultation

This consultation reviews proposed changes around building services and smart meters focussing on areas such as compliance specification, commissioning, transitional arrangements and material change of use. It also seeks evidence on previous changes to Part O (Overheating).

It has impacts mainly for new residential and non-domestic developments but does also include changes for existing buildings. At BEAMA, we are primarily focussing on the residential sections of this consultation.

Below, you can find digestible information, graphics and FAQs on the information within this consultation. We will be adding content regularly so keep an eye on this page of BEAMA’s LinkedIn to stay up to date.

We have also put our member response form so you can send us your comments on the consultation. The dealine has been extended, and we are asking for member comments by 22nd March.

Interested in the transition from SAP to HEM and the changes within the proposal?

The Home Energy Model (HEM) is the proposed replacement for the Standard Assessment Procedures (SAP). HEM is a complete overhaul of the previous model and methodology.

On February 13th, 2PM, BEAMA hosted a webinar to take a deeper dive into the Home Energy Model consultations to review some of the significant changes which will impact BEAMA members.

This webinar is aimed at a technical audience, including R&D engineers and those working with current SAP.

Home Energy Model Consultations

The Home Energy Model (HEM) is proposed to replace the Standard Assessment Procedure (SAP) when the Future Homes Standard is introduced in 2025. This is not an amendment to the existing process, but rather a complete overhaul with the introduction of a new system, including for the PCDB and Appendix Q, and associated methodology.

As such, there are two consultations currently open for comments: one focussing on the HEM as a replacement for SAP, and a second on the version of HEM which will be used with the Future Homes Standard 2025.

Below we have put digestible information to help you understand the changes across both HEM consultations. This will include downloads, blogs and FAQs to pull information together and make it digestible.

We have also put our member response form so you can send us your comments on each of the consultations. The dealine has been extended, and we are asking for member comments by 22nd March.
