Status and Summary - Lot 10 Fans

Status
Lot 10 is comprised of Room Air Conditioning, Comfort Fans and Residential Ventilation.
- Minimum Energy Performance Standards for Room Air Conditioning and Comfort Fans are set out in Regulation 206/2012.
- Minimum Energy Performance Standards for Residential Ventilation are set out in Regulation (EU) No 1253/2014.
- Energy labelling requirements for Room Air Conditioners are set out in Regulation (EU) No 626/2011.
- Energy labelling requirements for Residential Ventilation are set out in Regulation (EU) No 1254/2014.
- There are no Energy Labelling requirements for Comfort Fans.
Summary
The Ecodesign requirements and energy labelling regulations for Residential Ventilation entered into force in December 2014.
The Ecodesign requirements for Room Air Conditioning and Comfort Fans entered into force in March 2012. The energy labelling regulations for Room Air Conditioning entered into force in May 2011.
Ecodesign
Regulation (EU) No 626/2011 establishes ecodesign requirements for the placing on the market of:
- electric mains-operated air conditioners with a rated capacity of ≤ 12 kW for cooling, or heating if the product has no cooling function
- comfort fans with an electric fan power input ≤ 125W
The 12-kW level is the generally agreed limit between small (mainly domestic) and bigger (mainly commercial) air-conditioning appliances.
Regulation (EU) No 626/2011 shall not apply to:
- appliances that use non-electric energy sources;
- air conditioners of which the condenser-side or evaporator-side, or both, do not use air for heat transfer medium.
The requirements include:
- Two tiers of introduction: January 2013 and 2014.
- Bonus for products using low global warming refrigerant fluids.
- Minimum energy performance requirements for: split, double duct and single duct air-conditioners.
- Levels for maximum indoor and outdoor sound levels.
- Information requirements to be provided in product documentation and on manufacturer websites
- Tolerance levels for verification (8% for splits,10% for single and double ducts).
Regulation (EU) No 1253/2014 establishes ecodesign requirements for the placing on the market of ventilation units (a number of exceptions are described within the Regulation). Requirements are specified, separately, for residential and non-residential ventilation units.
For residential ventilation units, the requirements include:
- Two tiers of introduction: January 2016 and 2018.
- Specific energy consumption (SEC) requirements
- Levels for maximum sound levels for non-ducted units.
- To be equipped with a multi-speed drive or variable speed drive, except dual use units.
- Bidirectional ventilation units to have a thermal by-pass facility.
- From January 2018, all ventilation units with a filter to be equipped with a visual filter change warning signal.
For non-residential ventilation units, the requirements include:
- To be equipped with a multi-speed drive or variable speed drive, except dual use units.
- Bidirectional ventilation units to have a heat recovery system, which shall have a thermal by-pass facility.
- Minimum thermal efficiency, fan efficiency and maximum fan efficiency, internal specific fan power values for different types of units.
