First stakeholder meeting

The first stakeholder meeting of the review study on Ecodesign and Energy Label regulations for Boilers (Lot 1) took place in Brussels on January 23.

The first two tasks of the review study have been developed and can be downloaded from below. Task 1 covers the scope (the scope of the study and the relevant test standards and legislation) and Task 2 comprises market statistics (volumes and prices).

BEAMA was represented at the meeting through a member of the Electric heating group, who attended both the Lot 1 and Lot 2 stakeholder meetings. The slide pack and minutes of the meeting can be found below.

Topics discussed include:

  • The Primary Energy Factor: once it is determined, it will be considered in the review studies to assess the effects on seasonal efficiencies. The intention of the European Commission is that the value be the same as in the Energy Efficiency Directive.
  • The alignment of the EPBD methodology with that of Ecodesign: some stakeholders are in favour of better integration between the two. The consultant has stated that the study is not looking to replace the full technical heating calculation, but perhaps some basic elements of it (e.g. basic boiler efficiency calculation)
  • F-Gas Regulation: ultra-low GWP refrigerants (like CO2 and some HFO blends) may have detrimental effects on efficiency, which makes heat pumps less competitive to other heat generators.
  • 3rd Party certification: the UK is in favour or removing it as it does not avoid compliance testing and adds costs to SMEs in particular.
  • Hybrid products and testing.
