Energy Smart Appliances - the policy background

The UK Government, specifically the department of Business Energy and Industrial Strategy have been consulting industry for the past year on the need for regulation for the Energy Smart Appliance Market. Below is a record of our engagement with this and key BEAMA position papers. As a result of these consultations Government have sponsored BSI to undertake work to develop 2 Publicly Available Specifications (PAS):
1. Demand Side Response - setting out the principles for a UK DSR market and the role ESAs will play in this
2. Energy Smart Appliances - targeting the interface between the appliance and the grid to ensure interoperability and security
BEAMA sit on the BSI Advisory Group overseeing this work and will be engaging BEAMA member groups across the Flexible Energy Systems and Heating and Ventilation Portfolios to provide technical input into these standards. Fundamentally we aim to ensure international applicability of this work, recognising several years of work we have also been involved in heavily with regards to Eco Design and Lot 33 on Smart Appliances.
BEIS aim to seek power to regulate the market for Energy Smart Appliances (parliamentary time allowing), which will apply the voluntary PAS as a minimum requirement for UK ESAs. We already have the Automated and Electric Vehicles Act 2018 which will introduce secondary legislation for the smart charging of EVs. It is foreseen the two regulations will sit side by side as a means to accelerate the deployment of these specific technologies. How the two regulations play out together is still being discussed, something BEAMA are closely involved in through the BSI Advisory Group.
The scope of ESAs covers HVAC, wet and cold appliances, storage, EV charging infrastructure, and inevitably this will affect the periphery technologies including IoT devices, Consumer Access Devices and home energy management systems/ hubs. With this in mind BEAMA are making a concerted effort to engage all members from the start and will be proactively working to inform the technical standards work and regulatory discussions with Government.
