European Smart Metering Alliance

BEAMA, leading a consortium of 13 other European organisations from 11 Member States, has launched a new project aimed at defining and spreading best practice in smart metering across Europe.  The project is 50% funded by the European Commission under the Intelligent Energy programme.  The project began in December 2006 and will continue for 36 months.  A series of reports on the current state of play regarding smart metering across Europe will be produced by October 2007.  In parallel, a major report setting out best practice in smart metering will be compiled during 2007.  In the following two years, the progress in smart metering will be reviewed and reported to industry and the Commission.

The focus of the project will be on maximising the energy efficiency benefits of smart metering, linked to Article 13 of the Energy End-Use Efficiency and Energy Services Directive (ESD).  These require Member States to take a series of measures to increase the amount of energy use feedback via their bills and meter.

The project will also seek to build a community of stakeholders in order to support discussions on key topics and to ensure that all relevant views have been accounted for.  There is a wide range of stakeholders, including
  • Utilities,
  • Manufacturers,
  • Regulators and Government Agencies,
  • Energy Agencies,
  • Consumer Bodies and Customers
  • Academics.  
An Alliance is being created to embrace all of these groups.  Application forms for the Alliance can be obtained from esma@beama.org.uk.  A Council will be set up to represent the views of stakeholders and to provide top level oversight of the project.
